PEN’s membership comprises community-based advocacy groups uniquely positioned to engage citizens in local and statewide public education reform. PEN members—though they vary widely in terms of staff size, scope, budget, programmatic emphasis, and location—are united in the firm belief that a quality public education is the right of every child.
