Regulatory guidance is additional information developed by the US Department of Education that "guides" states and school districts about areas of NCLB that may require additional information and/or clarity. Technically, "guidance" does NOT carry the weight of law, but frequently by default, it becomes the substitute for the law in areas where the law may be silent or ambiguous.
